Arson for Hire
This trend was spotted by a Southern California arson task force in the summer of 2005 when gas prices spiked. At one point, firefighters responding to a report of a vehicle fire arrived at the Los Angeles River Bed to find two SUVs burning at the same time.
Investigators found the arson-for-hire ring involved a new-car dealership in Cerritos, California. Debt-weary SUV owners contacted the finance manager, hoping to trade in their gas-guzzler for something cheaper. They were then put in touch with an arsonist who told them to leave the keys in the ignition and $300 cash in the glovebox. An arsonist would then take the car to a remote location and set it afire. After the car was torched, the owners would then contact their insurance company and report their vehicle stolen, expecting their debt to be cancelled. Instead, they were investigated for insurance fraud.
A sting operation was arranged and an undercover officer posed as an "upside-down" SUV owner who wanted his vehicle burned. "Upside-down" refers to a loan where more money is owed than the car is worth. The vehicle was left at a predetermined location with cash in the glovebox. However, the would-be arsonist didn't know there was a "dash cam" installed in the car to videotape his actions. When the arsonist removed the money and started to drive away, investigators hit a kill switch and triggered the door locks, trapping him inside. Simultaneously, warrants were served on seven other people involved in the arson ring.
The loser in all this is the driving public. "You and I pay for it in our premiums," said Robert Rowe, arson investigator for the City of Downey and a member of the task force. "Insurance premiums for everyone increase when crimes [like this] are committed."
Rowe said that "the likelihood of being caught [for vehicle arson] has increased tremendously. It used to be a dark secret but the secret is now becoming revealed. Investigators are now being trained and are networking with the insurance companies to uncover these crimes."
At the root of the problem: People pay too much for a vehicle they really can't afford.
"Because of the way the economy has gone, the gas prices skyrocketing the way they have, we started to see a peak" (in arsons), Rowe said. "People that had the gas-guzzlers that got eight miles per gallon, they started to get hit hard. They didn't want those cars anymore."
Faced with rising gas prices, people who are trapped in a high-payment lease have no easy way to escape without a stiff penalty.
"People will lease a car for 84 months with zero down and they have some outrageous payment," said Rowe. "They start to realize they are living beyond their means."
The responsible solution would be to advertise the car for sale, pay off the loan and switch to a more affordable ride (even leased cars can be bought and then sold to get out of high payments). The irresponsible solution some people choose is to burn the vehicle and let the insurance company pay what is owed.
A former firefighter from nearby Lynwood, California, said, "We used to get called out on vehicle fires and when we got there we would find a brand-new car was burning. Some of them were stolen but we knew that most of them were people trying to get out from under their car note. It seemed like it happened just about every night."
Jennifer Mieth, manager of fire data and public education at the Massachusetts State Fire Marshall's Office, said car fires are "cyclical." She added, "When times are good, fires are down. When they are bad they go up."
In 1984, Mieth said it was "commonly accepted for Mr. and Mrs. Citizen to 'sell' their car back to the insurance company by lighting it on fire." To put a stop to that, the Burned Motor Vehicle Reporting Law was passed in 1987. This required the owner of a burned vehicle to complete and sign a report that must also be signed by a fire official from the department where the fire occurred. The new law was the most likely reason that vehicle fires dropped 95 percent, from a high of 5,116 in 1987 to 217 in 2004.
Vehicle arson has had a long and occasionally humorous track record over the years. In Texas, a car salesman was arrested after offering his customers what he called a "rotisserie program." He would have their cars torched; then, after they collected on the insurance, he sold them a new car. In another part of the state, two students were arrested after they torched their high school teacher's car in exchange for passing grades.
Rowe, a firefighter since 1994, is in charge of contacting owners of burned vehicles to make sure their stories add up. While he hasn't seen any "rotisserie programs," he has heard his share of lies. Often he will begin his investigation by contacting the dealership where the car was purchased to see the sales jacket (loan contract) of a burned car. If the owner is upside-down, and particularly if they recently purchased "gap insurance" to make sure they were fully covered, they fall under suspicion.
Actually, torching your own car isn't illegal, although as Rowe points out, if you have financed it, "you will pay for that burned-out shell for the rest of the lease." However, if you report the fire to your insurance company as accidental, when in fact it was arson, you have committed insurance fraud.
"In the majority of the fires we have on the freeways, nine out of 10 times the owner is still with the car, or close by," Rowe said. So when a car is found burning, and no owner is in sight, it quickly becomes suspicious. In most arson cases, the car is reported stolen. But due to sophisticated anti-theft devices, it's not easy to steal a car without the key. Many owners become vague when Rowe asks them to account for the second key. Often, they maintain the dealership never gave it to them when they initially purchased the car.
"We also look at the burn pattern [in the vehicle] going from the area of least damage to the area of most damage," Rowe said. "People who are burning it for insurance purposes want a total loss. The only way to do that quickly and efficiently before the fire department gets there is to use an accelerant."
Rowe is not the only one who has seen an increase in SUV fires. Arson investigators in San Diego County saw vehicle arson go up 34 percent between 1998 and 2002, prompting analysts to surmise that more people facing economic hardship may be setting fires to their cars to escape high payments.
Meanwhile, nearly 20 percent of all arsons occur in vehicles, according to the U.S. Fire Administration. Additionally, arson is the second-highest cause of vehicle fires.
To better investigate these crimes, Rowe has educated himself on the car-buying process. What he sees shocks him. "The deals are out there, but when the pencil meets the paper the deals really aren't that great. You'll see a car payment that is incredible and their rent is incredible but their income doesn't support either.
"People become desperate during financial hardship," Rowe observed. "It's not because they are bad people; they just get pushed into a financial corner and they make poor decisions. There are ways out of it — but people want a quick fix."
For anyone considering this "quick fix" Rowe said he wanted to send them a message. Quoting the line delivered by Robert De Niro in the 2000 hit movie Meet the Parents, he said, "I'm watching you!"

The vehicle is delivered to you in good operating condition and with the seal of the odometer unbroken . TRAVEL TIPS
London Congestion Zone Charge
Earlier this year London introduce a £5 daily congestion charge to reduce traffic and get London moving. The Congestion Zone operates between 7am – 6.30pm Monday to Friday, excluding Public Holidays. Traffic signs will make it very clear exactly where the charging zone is. The Zone is basically a ring around the most central area of London starting at Hyde Park in the west to London Bridge in the east, and from Kings Cross in the north to Kennington in the South.
If you are picking up or returning a hire car within the Congestion Zone during its operating times you will have to pay the fee, sorry car hire is not exempt, though at least the fee can be paid directly to the car hire company. Parking in London
We don't want to scare you about driving in London but be warned! If you park illegally you are likely to get caught and just as likely to have your vehicle clamped. You have been warned!
With the advent of decriminalised parking the practice of clamping is becoming much more widespread and, as evidenced by the TV show 'Clampers', can be very arbitrary. However, the operation is very expensive and local authorities can, and do, clamp and remove any vehicle that is parked illegally rather than leave an expensive tow truck or clamping van idle. A Picture is worth a thousand words!
We highly recommend that you purchase and carry a disposable camera in your hire car at all times (even your car at home for that matter). This allows you to document and unsavoury situations that may occur like:
- Car damage caused while parked or away
- Vehicle condition at the time of return
- Unjust tire clamping
- Accident sites
- The occasional panorama
- A great sun set
Seriously, while the brand-name car rental companies on VroomVroomVroom have received minimal complaints, and most are dealt with in both a timely and reasonable fashion, some car rental companies claim repairs for damage already done prior to rental or damage occurring after the vehicle has been returned. A few pictures can stop this activity before it gains any momentum. Just saying that you have before and after pictures usually does the trick.
Having a disposal camera (and often a current daily paper) allows you to document the situation as you come upon it. The daily paper is to prove the time that the activity occurred. A picture truly is worth a thousand words - so don't take any chances and become an amateur Paparazzi for fun and safety.
Traffic areas
Brisbane’s Central Traffic Area extends beyond the main city shopping area to Breakfast Creek, Herston, West End and Buranda. Signs for the Central Traffic Area are located on the area boundaries and in some streets within the area.
You can park for a maximum of two hours anywhere in Brisbane’s Central Traffic Area, unless a sign states otherwise.

Parking at the Gabba during major events is restricted to 15 minutes, unless signs state otherwise.

Before you drive the hire vehicle away, familiarise yourself with all of its controls - lights, windscreen wipers etc. Also check the vehicle is carrying the required safety equipment for the country you are travelling in.
Legislation in most countries now requires all occupants of the vehicle to wear correctly fitted safety belts both in the front and back of the vehicle. Most European countries do not permit children under certain ages to ride in the front passenger seat of a moving vehicle.

Sofia Riena Airport & Los Rodeos Airport
Tenerife, boasts two airports, one in the North and on in the South of the island. These two airports deal with visitors and traffic coming arriving in and departing from Tenerife, although the airport in the South deals with a far higher volume of traffic than the one in the North. The two airports in Tenerife are Sofia Riena Airport, which is the busier of the two airports and is located in the southern region of the island; and Los Rodeos Airport, which is the lesser known of the two, and lies in the northern region of Tenerife.
Sofia Riena Airport – Code: TFS
The Sofia Riena Airport is located in the South of Tenerife, and this is the airport that handles the majority of traffic coming into and going out of Tenerife. In 2006 nearly nine million visitors passed through this airport, and it was particularly busy during the winter months, which is when many visitors fly in from colder European countries in order to enjoy some warmth and soak up some sunshine.
There are a number of facilities and amenities on offer at the Sofia Riena Airport. If you plan to travel around and explore Tenerife in order to make the most of your time here, you can arrange car hire and pick up your car from this airport. This can save you the money of hiring a taxi or arranging a transfer, and can also save you time when you arrive at Sofia Riena. Deposits
If deposit left by cash you receive it back in the same way. If deposit left against Credit or Debit card we only reserve the amount of deposit against the card, we do not take it unless we need to. In certain circumstances we may take the deposit on the collection of the vehicle, this is done at the managers discretion.
Advance Payment
To ensure confirmation of your booking you may be asked to prepay the rental cost from 7 to 14 days prior to collection, this is required during peak times of the week and year. Failure to prepay when requested may result in your booking being cancelled.

Rental Charges
Hire Rates
The quoted hire rate includes VAT, comprehensive insurance, 24 hour breakdown assistance and unlimited mileage (except one day rentals).One day rentals include 150 miles of travel and any excess miles are charged at 10p per mile for cars and 15p per mile for people carriers, minibuses and vans.
Fuel
Vehicles are rented with a full tank of fuel and should be returned full. If a vehicle is returned with less than a full tank, the cost of refuelling will be subject to a mark-up, with a minimum charge of £5.
Methods of Payment
All major credit cards and debit cards are accepted.
Deposit
At the start of the rental a credit card pre-authorisation of £ 500 is obtained to cover any back-end charges associated with the rental, such as extended rental, refuelling, parking infringements, or damage to the vehicle. For car rentals of 3 days or more the deposit can be reduced to £ 250 at a cost of £5 per day.
The deposit reduction is not available for renters aged under 25, or Minibus and Van rentals.
Cancellation
In the event of cancellation, a 25% charge on the vehicle rental will be made unless 48 hours notice is given.
Parking Fines and Traffic Infringements
Penalty Charge Notices and Notices of Intended Prosecution received will incur an administration charge of £25 + VAT.

Hiring a car in Tenerife is the ideal way to get around
Tenerife is a beautiful and vibrant island located in the Atlantic Ocean, and is the perfect place to escape for that relaxing, fun-filled, exciting, vacation that you have been promising yourself. And with some stunning beaches, fabulous entertainment within easy reach of a whole host of accommodations, and excellent sights to enjoy, hiring a car is not an essential requirement.
However, you should bear in mind that this is the largest of the Canary Islands, and as such as plenty to offer in terms of sights, attractions, places of interest, and towns and cities, and by hiring a car you can really make the most of your time in this destination. If you are visiting this island for a couple of weeks, being able to get around and see the sights is the ideal way to take a break from lazing on the beach or exploring just the local area. With access to a car you can get around with ease and convenience, and you can see a whole new side of Tenerife.
Hiring a car in the Highlands
As well as the main centre of Inverness (and airport) cars can be hired in many locations around the Highlands with some companies offering one way hires or delivery to other locations such as stations or ferry ports. Motorhomes are also available for hire from Inverness.
Before you travel:-
Most companies will hire to drivers aged 25 or over but there are some companies who also hire to those aged 21 to 24 - check this before you travel. For overseas visitors an international driving licence is preferable but not always necessary (again check before you travel) and UK drivers with a photocard style licence must bring the paper counterpart - cars cannot normally be hired without this. In addition, remember that not all companies will accept cash but may require a credit / debit card. Late arrivals can often also be accommodated but it's best to make arrangements in advance.
Hiring a Car
There are two things to consider: what you ask i.e. about hiring a car, and what the driving law is. If the Guardia Civil Trafico stop you, only the photo one or an international driving permit (get them from local AA offices) is valid - and remember there are on-the-spot fines for drivers AND passengers not wearing seat belts everywhere - towns, villages, motorways - and in the back of taxis.
It depends whether you mean the paper part that you get with a photolicence, or the old-fashioned green paper licence: The first one needs you to have both this paper part AND the photolicence (and they often ask for passport too!); the old paper licences are not really valid Europe-wide, so you should really upgrade to one of them. It is also very much like a Spanish residencia card, and most supermarkets, shops and filling stations will accept them as photo-ID which saves you carting your passport around with you at the risk of it being stolen.
The change to a photo-licence is free if you are notifying DVLA in Swansea of a change of address, so if your details are not up to date, now's the time to do it!

Located in Puerto de la Cruz, Jardin Beach boasts a large, beautiful landscaped area, and is shielded from the main traffic by a semi-submerged breakwater. When you relax on the dark sands of Jardin Beach you can enjoy soaking up the beautiful weather as well as admiring incredible, breathtaking views. Another great beach in the Puerto de la Cruz area is MartiĂĄnez Beach, which lies between the cliffs and the Costa de MartiĂĄnez complex.
Just seven kilometres from the capital city of Santa Cruz de Tenerife you will find the beautiful Teresitas Beach, which is protected by breakwater, and unlike many other beaches on the island, boasts some beautiful, imported golden sands. You can enjoy recreational facilities such as boating and fishing within easy reach, as well as easy access to some excellent seafood restaurants.
You will also find that the dark sandy Roque Beach is well suited to those wishing to practice their surfing. However, frequent currents mean that you need to be wary when planning to practice on this beach. However, this is a great beach to relax and admire the views whilst enjoying a bite to eat at one of the beachside fish restaurants or one of the open air cafes.
For those looking to enjoy the freedom of one of the nudist beaches in Tenerife, there are plenty to choose from. Hong Kong Airport
Hong Kong International Airport, known locally as Chek Lap Kok, is placed 40 kilometres west of Hong Kong city. It is a large and crowded airport, acting as a hub for much of China and South East Asia.

Lifts and telephones have Braille symbols and the airport provides good physical access to wheelchairs. Designated parking areas are available in carparks 1,2,3 and 4.

Gran Canaria Weather
Gran Canaria, like all the Canary Islands, offers eternal Spring/Summer weather, with the southern main resorts getting the hottest and driest weather on the island (the north tends to be cloudier and wetter much like Tenerife!). Gran Canaria's variation in landscape, it's mountainous in the centre (the green pine forests of the interior are spectacular!), it's often referred to as a mini continent with a variation on weather. The north gets much more rain than the south - with the south getting pretty much eternal summer temperatures!
Moving around Gran Canaria though there's more variety in weather patterns. The trade winds blowing from the north bring more rain and cloud to the north of the island. Driver Qualifications / Requirements
Driver's Licence
The driver must hold a full driving licence and for a minimum of two years. The old style paper licence or the new UK photocard licence with its paper counterpart must be produced. If the counterpart is absent we can telephone the DVLA and obtain all the necessary details at £3.50 per call. Certain endorsements may not be accepted.
Age Restrictions
Drivers must be 23 years or over for cars up to 1.4cc, and 25 years or over for cars and vans over 1.6cc. The upper age limit is 75 years.
Young Drivers
Drivers aged between 23 and 25 are subject to a £5 per day premium.
Additional Driver
Additional drivers are charged at £5.00 per day.
Denmark Car Hire

I have a UK driving license. Do I need to take both the card and paper parts?
- The new style UK driving licence consists of two parts - a photo card and a paper licence. The licence is not complete without BOTH parts. You are advised to take both parts when collecting your vehicle as you may be asked for them both.
Does it matter if I have points on my license?
- No, provided you have a current, full driving license then you will be permitted to drive regardless of how many points you have, and what for.
I have lost my driving license - can I still rent a car?
- Unfortunately not. For legal reasons, the rental companies are very strict on this policy. If you do not have your original license, presented in person, then you may not drive. The rental companies will not even accept a written letter / fax from DVLA or other driving license authority confirming you hold a legitimate license.
I sent my license off to DVLA for replacement. Can I still drive a rental car?
- If your license has not been returned to you by the time you travel, you will not be allowed to drive. For legal reasons, the rental companies are very strict on this policy. · If you hold a full UK license, there is no need to obtain an International license to drive in the US or Canada.
I have the old style pink / green UK driving license - is that acceptable?
· Yes, the old style UK license is fine, but you will also need to show photo ID, so make sure you have your passport with you.
Can I hire a car through your site if I hold a US or Canadian license?
· Holders of North American driving licenses can book with us, only by selecting Budget as the supplier once you receive your quote. All other license holders can select any of our suppliers.
We are not permitted to take bookings from customers who hold a US or Canadian license when selecting Alamo, Dollar or U-Save. If you also hold a license from another country outside of North America then that will be accepted, even if you are a North American resident.
Does my driving license have to be written in English?
· Strictly speaking, your license should be printed in the English language. If not, we recommend obtaining an International license from your licensing authority in the country that issued your license, to avoid any problems when collecting your car.
Driving Licence
Although maybe the most obvious accessory you will need to take on your trip, it is surprising how easy it is to forget the most essential things such as your driving licence or passport.
Before you leave, always make sure you have your driving licence with you - car hire companies do not accept photocopies, it must be the real thing. You must take along your original paper licence as well as the photocard if you have a modern two part licence. Some countries (especially countries not a part of Europe) also insist all drivers carry an International Driving Permit.
Road Laws
When you are driving abroad always be sure to familiarise yourself with any local rules and restrictions. These can sometimes be very different to what you are used to when driving in your home country.
A useful checklist of things to look for:
- Different road signs and markings
- Speed limits (make sure you know if these markings are in kilometers per hour, or miles per hour)
- Parking zones
Some countries operate a zero tolerance policy towards alcohol levels in the blood, and so it is essential that you plan your journeys in advance to ensure that the driver will be able to drive legally.
Driving in Gran Canaria with Car Hire
As with all the Canary Islands and mainland Spain, driving in Gran Canaria is on the right hand side, with seat belt wearing including back seats legally required. Speed limits on the big GC1 motorway are 120km/h, although watch the main roads in Gran Canaria which are currently undergoing considerable construction work at the time of writing (2006). Many of these have speed limits down to 80km/h, with numerous speed cameras watching and large number of police patrolling. Be caught speeding and you could end up with a fine of upto 300 euros, so stick within the speed limits!
Main motorway roads on Gran Canaria are the big GC1 which runs from Las Palmas all the way down the east side and round to Puerto Rico. There's also the GC 2 running across the north of the island from Las Palmas to Agaete. Other interior mountain roads can be extremely challenging and time consuming, although very rewarding fo beautiful views and stunning landscape views. Many of the torturous looking roads in the interior of Gran Canaria were built by Prisoners of War from the Spanish Civil War in the 1940s, and gruelling work it would have been to build them.
Give yourself ample time if you're driving up the west side from Mogan to San Nicolas or indland around Tejeda and north around Teror and upto Arucas. The main GC1 motorway though makes it easy to get to Las Palmas from the southern resorts, and indeed across to Galdar and Guanche territory with it's painted Guanche caves (well worth a look). Breath tests do tend to be carried out by local police on Gran Canaria. Other legal requirements include the wearing of crash helmets on motorbikes or mopeds, and using mobile phones in cars on Gran Canaria is banned. Also an important legal requirement in Gran Canaria is that children under the age of 12 years are not permitted to travel in the front seats of cars!
Driving Hog Kong
- Hong Kong has 1,100 square km, 1,928 km of road and 525,000 registered vehicles. This makes for a congested road system, and each year 21,000 are killed in traffic accidents.
- Speed limits are generally 50km per hour in urban areas and 80km per hour on highways.
- The use of mobile phones whilst driving is prohibited.
- There is some good news for UK drivers; Hong Kong is one of the only other countries to drive on the left hand side of the road.
- 95% of the population use the efficient public transport system and their Octopus cards to get around.
